Meeting called to order at 5:07 p.m.

 

 

OPEN MINUTES

 

Guyer moved, Ellena seconded to accept the October 20, 2005 Open Session Minutes.  Approved 5-0. 

 

MEMBER CONCERNS

 

Lewis Schnabelrauch 1700 Georgetown Blvd:   Mr.Schnabelrauch stated that he called the Office to report the security light near his townhome was not shutting off because the sensors are dirty.  He does not recall who he spoke with, and the light is still on all the time.  Ms. Miller will check into the call, and look at all security lights on the property to make sure they are turning off when they are supposed to.

 

COMMITTEE REPORTS

 

None at this time.

 

DIGITAL PROGRAMMABLE THERMOSTATS

 

At the last Board meeting, a Member asked if it would be cost effective for Highlands to install digital programmable thermostats in all townhomes.  Ms. Miller discussed this with the grounds and maintenance staff, and they estimated a savings of about 10-15% on heating costs. 

 

Jane moved, Ellena seconded to approve the purchase and installation of digital programmable thermostats upon Member request and/or if a current thermostat requires replacement.  Approved 5-0.

 

FRIENDS OF INGHAM COUNTY ANIMAL SHELTER

 

The Friends of Ingham County Animal Shelter approached Highlands asking if we would like to have a Holiday Adoption Event here.  They would distribute informational flyers at Village, Highlands and Woodbridge.  There was Board consensus to approve.

 

 

PATIOS POLICY

 

The Board and Management reviewed and discussed revisions to the Patios Policy.  Smith moved, Smydra seconded to approve changes to the policy.  Approved 5-0.

 

DECKS POLICY

 

The Board and Management reviewed and discussed revisions to the Decks Policy.  Smydra moved, Ellena seconded to approve the policy changes.  Approved 5-0

 

PRIVACY FENCE POLICY

 

The Board and Management reviewed and discussed revisions to the Privacy Fence Policy.  Smydra moved, Smith seconded to approve changes to the policy.  Approved 5-0.

 

GEORGETOWN PARK GROUP

 

A member in attendance asked if any Georgetown Park group meetings had been held lately.  Ms. Miller stated that none had been held recently, but she thinks there will be one shortly after the first of the year.

 

CORNER OF BALFOUR & GEORGETOWN

 

Ms. Jane reported that there still is no yield or stop sign at the corner of Balfour Drive and Georgetown Blvd., and asked Ms. Miller to contact someone about it.  Ms. Miller will follow up with the appropriate parties, and check into the status of a yield or stop sign for the corner of Haag Road and Georgetown Blvd., too. 

 

OLD BUSINESS

 

None at this time.

 

NEW BUSINESS

 

Alternative Parking Lot – trees near fence:  We were required to put some kind of evergreen tree every 25 feet around the Alternative Parking Lot fence.  We planted blue spruces, and now we see it’s not going to provide the desired barrier. 

 

Smydra moved, Smith seconded to purchase white spruce trees to be planted in front of and in between the blue spruces in a zigzag fashion.  The expense for these trees ($1,000.00) is to be taken out of Surcharge.  Approved 5-0.
