OPEN MINUTES

Guyer moved, Smith seconded to accept the November 20, 2005 Open Session Minutes.  Approved 4-0.

MEMBER CONCERNS

Linda Masters, 6222 Balfour Drive:  Ms. Masters asked if Highlands could investigate putting something into the octagon shaped windows which are in the 3-bedroom units?    The glass that is in them now is such that you can see whatever anyone has stored on that closet shelf (diapers, tennis rackets, footballs, etc.)  Some members have them lined with tin foil.  Ms. Masters suggested frosted glass or plastic be used.  Ms. Miller stated she will look into it.

Georgia Vroman, 6220 Balfour Drive:  Ms. Vroman stated that now that the snow is gone, she has noticed an increase in trash lying about on the property.  Ms. Miller stated that the Grounds staff is getting out and picking up as much as they can.

MEMBERS PLACING TRASH OUT AT WRONG TIMES

Ms. Guyer stated that she has been noticing an increase in members placing their trash out on the wrong days, or wrong time of day.  Ms. Miller will place a reminder on the back of the February, 2006 calendar regarding the dates and times of trash pick up.  Soon after that, Highlands Cooperative staff will collect trash placed out at wrong times and issue fines to members who have violated the policy.

CLUBHOUSE RENTAL, THERMOSTAT CHARGE

Jane moved, Guyer seconded to initiate a $25.00 fine to any member who rents the clubhouse, and fails to turn down the heat or air conditioning prior to leaving the building.  Approved 4-0.

OLD BUSINESS

Digital Programmable Thermostats:   Ms. Miller reported that approximately 35 members have requested to have a digital programmable thermostat installed.  Details of these thermostats will be put in an upcoming newsletter.  Highlands will provide assistance with programming after installation.  Most members who have requested the new thermostat have done so because of the convenience of not having to remember to turn it up/down at different times of the day.  Ms. Miller will investigate and report back to the Board if these thermostats will work with central air conditioning.

Security Lighting:  Ms. Miller reported that four security lights on the property were found to be not working properly.  Maintenance or repair of these lights has been scheduled.  Ms. Guyer requested Ms. Miller to check the security light in section 5 on the small building to make sure it is going off during the day.  Miller will check it out and report back.

Mailboxes:  Ms. Jane reported seeing many bad looking mailboxes on the property.  Ms. Miller stated that Highlands Cooperative Grounds and Maintenance staff is doing their best to replace mailboxes found to be in bad shape, and she will remind them again to be sure to check for them.
