Board Members Present:  Ellena, Guyer, Jane, Smith, Smydra (via conference call)

 

Management Present:  Lyon, Miller, Sinicropi

 

Meeting called to order at 5:03 p.m.

 

 

OPEN MINUTES

 

Ellena moved, Jane seconded to accept the April 30, 2006 Open Session Minutes.  Approved 4-0.  Smydra abstained. 

 

MEMBER CONCERNS

 

Georgia Vroman, 6220 Balfour Drive:  Ms. Vroman reported that the Members who live at 6246 Balfour let their Boston Terrier dogs run all over.  She stated sometimes they are on leashes, sometimes not.  She also said this morning she found dog feces in her flowerbed.  Ms. Miller will investigate.

 

Linda Masters, 6222 Balfour Drive:  Ms. Masters reported that the Members at   6224 Balfour have left a blow up swimming pool on the grass behind their unit for approximately one month.  She also said the Grounds crew has had to mow around it several times.  Ms. Miller will investigate.

 

COMMITTEE REPORTS

 

None at this time.

 

GROUNDS BUILDING AND COMMUNITY GARDEN PARKING

 

Smydra moved, Smith seconded to accept proposal 5634 from Tom’s Advanced Paving Company in the amount of $33,750.00 for the Grounds Building parking lot and the Community Garden parking area and walk.  Approved 5-0.

 

 

GROUNDS BUILDING CHANGE ORDERS

 

The Board and Management reviewed and discussed several change orders for the Grounds Building. These change orders bring the new contract amount to $160,939.00.   Smith moved, Guyer seconded to approve the change orders #2, #3, #4, and #5.  Approved 5-0.

 

SPEED BUMPS

 

Ms. Miller reported that speed bumps can be requested through the City of Lansing Traffic Department.  The request must include specific problems that speed bumps would resolve, how many speed bumps are desired, and where they are to be located.  She also stated that there is currently a two-year back log of speed bump requests.

 

CLUBHOUSE FLOWER BED

 

The Board and Management reviewed and discussed ideas for a flower bed area in front of the Clubhouse to include a water feature and a sign.  There was Board consensus to allow Ms. Miller to move forward with plans for the flower bed, water feature and sign.

 

OUTDOOR STORAGE SHEDS

 

The Board and Management reviewed and discussed a request from a member to place an outdoor storage shed near his townhome.  Ms. Miller will provide specifications of styles and sizes at a subsequent Board meeting, as well as draft a Policy for the Board’s review.

 

AIR CONDITIONERS – CENTRAL AIR POLICY

 

The revised Air Conditioners – Central Air Policy was reviewed and discussed.  Ellena moved, Jane seconded to accept the policy as revised.  Approved 5-0.

 

BACKYARD STORAGE

 

The Board and Management reviewed and discussed Ms. Miller’s proposal that Member’s be required to install a “maintenance strip” of sorts around their personal items stored in the yard behind their units.  Ms. Miller will draft a new policy and submit it for review at a subsequent Board meeting.

 

PET POLICY

 

The revised Pet Policy was reviewed and discussed.  Jane moved, Smydra seconded to accept the Pet Policy as revised.  Approved 5-0.

 

OLD BUSINESS

 

None at this time.

 

 NEW BUSINESS

 

Ms. Jane asked if a fence or row of bushes could be placed in an area behind her townhome where she reports a large number of people are cutting through to get to the park or Balfour Drive from Georgetown Blvd.  Ms. Jane is concerned due to vandalisms and break-ins in her area, and that persons are cutting through the yard after dark.  After discussion regarding fencing vs. shrubbery, there was Board consensus to move ahead with Ms. Jane’s request.  Ms. Miller will look at the area with Mark Robert and Daniel and present a proposal at a subsequent Board meeting.
